Overview: FFGH invites qualified survey firms to submit proposals to implement independent

baseline and follow-on household surveys in four LGAs in Zamfara State, Nigeria. There will be

three elements to the work: 1) a count of the number of physical houses within the listed

villages t o support estimation of the under-five population and used to create an effective

sampling frame, 2) the baseline survey and 3) the follow-on survey around 14-20 months after

the baseline survey. The draft survey questionnaire and draft survey protocol are included in this

RFP. They may be further refined before the survey but they will remain pretty similar.

Interested bidders should email FFGH at inquiries@fundforglobalhealth.org to receive bidding

updates and responses to written questions. The bid closing date is October 30, 2026 at 23:59

Nigeria time. A complete bid must contain: (i) a signed covering letter; (ii) a technical proposal

responsive to this RFP; and (iii) a financial proposal using the required FFGH format.

Important procurement note: Bidders will submit financial and technical bids for both the

baseline and follow-on surveys. FFGH anticipates that the follow-on survey will take place

approximately 14–20 months after the baseline. However, it will be up to FFGH whether the

bidder carries out the follow-on survey. Strong performance on the baseline survey and a low

price will be the main determinants of whether the bidder is given the opportunity to conduct

the follow-on survey. There will also be opportunities for substantial follow-on work with FFGH.
